General Plans

General-Plans

A General Plan is considered the blueprint for where, what type, and the intensity of uses in a jurisdiction. Saving land from development generally starts with policies. That’s why CCA has been involved in participating in the public processes surrounding the General Plan development. The County of Orange and Cities of Huntington Beach, Costa Mesa, and Newport Beach all have General Plans. These plans have required elements, including:

  • Land Use
  • Circulation
  • Housing
  • Conservation
  • Open Space
  • Noise
  • Safety
  • Environmental Justice
  • Air Quality

Development-Plans

When developments are proposed numerous documents are processed through the entitlement process. These documents can include:

  • Specific Plans
  • Development Plans
  • Development Agreements
  • Facilities Plans
  • Affordable Housing Implementation Plans
  • Fiscal Analysis
  • Environmental Review Documents
  • Meeting Staff Reports, Agendas, and Minutes

The project the Alliance most closely tracked in terms of development was the Newport Banning Ranch proposal.
